BILLING & PAYMENT INFORMATION

A customer bill includes charges for water and sewage and is issued by the Mount Penn Borough Municipal Authority (MPBMA) who handles bill processing for both utilities. Customers are billed quarterly on January 1, April 1, July 1 and October 1. for services rendered in the preceding quarter.

Payment must be made within 30 days. After 60 days a 10% penalty will be charged.

AVMA rates are calculated by a formula based on the amount of water metered and used.

COST FOR SEWER SERVICE

There is no rate increase in effect for AVMA sewer customers for 2008.

Current rates (does not include the water portion of your bill, which is calculated using a different formula):

$30.00 - first 1,000 gallons of water consumption (minimum bill)
$8.00/1,000 gallons - each additional 1,000 gallons of water or fraction thereof, above the minimum

PAYMENT OPTIONS

• Bills can be mailed to Mount Penn Borough Municipal Authority (MPBMA), located in the Mount Penn Borough Hall at 200 N. 25th Street, Reading, PA 19606.
• Customers can pay bills in person at the MPBMA office, Monday-Friday from 9:30 a.m. to 4:00 p.m. A drive-up window is available for your convenience during normal business hours.
• A 24-hour secure drop box is available at the front of the MPBMA office. Payments deposited in the drop box after 4:00 p.m. will be credited as received the following business day.

SHUT-OFF POLICY

A 10% penalty will be added (to both water and sewer) if payment is not received in the MPBMA office before 4:00 PM on the due date.

If payment is not received within 60 days from the date of the original bill, water service will be disconnected. If service is disconnected, a $50.00 turn-on fee will be charged to resume service. Service will not be resumed until 24 hours after payment is received

NEW CUSTOMERS

New customers must sign an Application for Service (link to document here) to begin receiving sewer services through AVMA. The application can be picked-up at the AVMA office, mailed or faxed to the new customer, or new customers can click here to print a copy of the application* and either mail or fax it back to the AVMA offices.

STOPPING SERVICE

If a customer is moving, he/she must call the MPBMA at 610-779-4900 to ask for a final water meter reading prior to moving. Both water and sewer final payments will be calculated on the basis of this information.

NOTE: The property owner will incur a $25.00 fee if a final meter reading is not scheduled prior to the settlement date.
