The Antietam Valley Municipal Authority is a joint municipal authority created by the Borough of Mount Penn and Lower Alsace Township. The Authority was established in 1982 by respective ordinances enacted by the Mount Penn Borough Council and the Lower Alsace Township Board of Supervisors, for the purposes of owning and maintaining the sewer (or wastewater) collection and conveyance system, the pump station and the wastewater treatment plant. By the enactment of these two ordinances, the respective municipalities transferred and dedicated the facilities previously owned and maintained by them to the new Authority.

In the Borough's case, these facilities included the sewage collection system in the Borough and the wastewater treatment plant located in St. Lawrence Borough. In the Township's case, these facilities included the collection system located in Lower Alsace Township and in (a portion of) Exeter Township, as well as a pump station (the Frederick Wanner Pump Station).

All of these facilities have been operated and maintained since 1982 by the Authority. A major treatment plant upgrading project was implemented in 1989 and 1990, to accommodate stricter treatment requirements ordered by the Pennsylvania Department of Environmental Protection (DEP). Another major treatment plant upgrading project was completed in 2008, again in response to requirements promulgated by DEP and enhancing the ability of the plant to adequately treat additional flows.

Antietam Valley Municipal Authority provides service to 2,826 sewer customers in Mount Penn Borough, Lower Alsace Township, a portion of Exeter Township, St. Lawrence Borough and the City of Reading.
